You’d like to do this

BlueHalo Labs is seeking a Program Planner to join the Program Management Center of Excellence (COE) organization. You will be responsible for developing and managing the integrated master plan (IMP) and integrated master schedule (IMS) to meet all program objectives. This includes ensuring major program schedules and plans are horizontally and vertically integrated. Monitor program schedule performance, track plans and schedules, perform schedule risk analyses, identify and resolve critical path and network logic conflicts. Utilize Gantt, network diagram, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention in critical areas.

 

  • Lead/facilitate the development and maintenance of the Performance Measurement Baseline, including the integrated master plan (IMP) and integrated master schedule (IMS).
  • Lead regular collection and integration of team schedule status into the IMS.
  • Perform Schedule Assessments and Risk Analyses on the Integrated Master Schedule to identify schedule risks and participate in Risk Management process.
  • Review, recommend and implement, as appropriate, schedule work-around or recovery plans in a proactive manner.
  • Routinely assist program management by monitoring SPI/CPI and BEI performance and preparing schedule status reports for customer and/or business management reviews.
  • Work with program Finance partner to update and assess cost and schedule integration.
  • Develop and manage Milestones Pro charts to support programs as required.
  • Develop and submit monthly Integrated Program Management Data and Analysis Reports (DI-MGMT-81861B IPMDAR) to our customers as required.


This is a full-time position. Days and hours of work are typically Monday through Friday, and flexible work hours may be accommodated.

Travel: Some travel may be required (10%).

You’re required to have this

  • Proficiency in Microsoft Project.
  • Understanding of Schedule Analysis and Critical Path Method.
  • Experience working in a planning team effectively supporting a multi-schedule environment, managing cross-program dependencies, analysis and deliverables.
  • Seven (7) years’ planning/scheduling experience with a Bachelor’s degree.
  • Familiarity with schedule analysis metrics including BEI, SPI and CEI.
  • Proficiency in Microsoft Office tools.
  • Understanding of Schedule Risk Analysis concepts.
  • Strong interpersonal skills to collaborate and communicated effectively with teams.
  • Make decisions using sound judgment while complying with policies and procedures.

 

Preferred Education, Experience, & Skills

  • Knowledge of US DoD schedule policies, the Planning and Scheduling Excellence Guide (PASEG) and Earned Value Management Systems (EVMS) requirements.
  • Bachelor’s Degree with 7-15 years of business and/or programs experience.
  • Knowledge of U.S. Government acquisition laws and regulations (Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)).
  • Expertise with Microsoft Office tools.
  • Ability to communicate and collaborate effectively in cross functional environment.
  • Ability to work independently.
  • Strong interpersonal skills.
  • Ability to work in a fast-paced environment.
  • Ability to work under limited supervision.
  • Able to obtain and maintain a U.S. Department of Defense Security Clearance.
  • Experience with import and export laws (International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Earned Value Management Certified (EVMS).
