Responsibilities

BlueHalo is seeking a Senior Contracts Manager to become a part of a dynamic corporate team.  The Senior Contracts Manager will provide support in every aspect of the contract lifecycle and use creative thinking skills to drive solutions for the Space and Directed Energy Sector.  This position will be embedded in a mission focused operations group and responsible for activities associated with proposal development/submittal and contract management/administration on multiple assigned contracts.

                                                                          

Essential Functions

  • Perform contract management and administrative duties including, but not limited to maintaining and organizing contract documents; supporting proposal review and preparation; completing contract awards and modifications; interfacing with Government and Prime contracting agents
  • Evaluate contract performance to determine the necessity for modifications or extensions of contracts, and compliance to contractual obligations.
  • Advise and mentor other Contracts Professionals and Program Managers
  • Maintain consistent and organized files for programs
  • Providing guidance and advise on contractual rights and obligations, with means to mitigate contractual and/or program risk
  • Proactively engaging with the program teams and customers to ensure that the programs are executing to contract requirements.
  • Advise on the different contract types and applicable laws and regulations associated with each type.
  • Identifies, tracks, mitigates risk issues to inform Contracts leadership
  • Review monthly deliverables for accuracy and completeness.
  • Identifies, tracks, mitigates and resolves risk issues
  • Contribute to the responses for Requests of Information, Quotes, Proposals, Source Sought, and Market Surveys
  • Develop and review Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Subcontracts
  • Support contract execution through Contract Modifications, Program Control, Invoice Reviews, and Closeouts
  • Responsible for the entire contract lifecycle
  • Responsible for ensuring that agreements/terms and conditions comply with all applicable regulations and requirements, while also adhering to company policies.
  • Actively work with proposal teams to develop a compliant proposal and provide the necessary back-up to support pricing adequacy.
  • Demonstrated ability to work effectively with stakeholders across the organization, including regular senior management level briefings on key issues.

Qualifications

Required Education and Experience

  • BS/BA in Business or related discipline such as Finance, Supply Chain, or Accounting or a minimum of 8 years of experience with procurement negotiation, award, and administration.
  • Extensive FAR/DFAR knowledge; working knowledge of US Government acquisition laws and regulations
  • Experience with service type contracts, specifically as a Prime Contractor
  • Majority of career spent in Aerospace & Defense Contracts organization
  • Demonstrated expertise in contracts and subcontract management; specifically, as the contract negotiator or lead.
  • Experience in reviewing RFP/RFQ’s and ensuring compliance with proposals
  • Experience with all-types of contracts
  • Ability to work independently with limited guidance
  • Must be able to obtain and maintain a US Department of Defense Security Clearance.

*Depending on experience and skillset, this position could be a Sr. Contracts Administrator or a Contracts Manager.

Preferred Education and Experience

  • Master’s in business or related discipline
  • Federal Contract Manager (CFCM) certified
  • Experience with ERP systems such as Deltek and/or Unanet.
